Akm Rahman currently serves as the Weatherization Director at the Community Action Program of Hillsborough and Rockingham Counties, Inc., where he oversees programs designed to improve energy efficiency and reduce energy burden for low-income households.

Prior to this role, Akm served as the Program Operations Branch Chief within the U.S. Department of Health and Human Services (HHS), Office of Community Services (OCS), from 2014 to 2025. In this capacity, he managed a $4 billion Low Income Home Energy Assistance Program (LIHEAP) portfolio, leading a team responsible for monitoring, plan reviews, and providing training and technical assistance to state, territorial, and tribal grantees across all 10 Administration for Children and Families (ACF) regions. His team served as the primary liaison to directly funded LIHEAP grantees, ensuring program compliance, performance, and effective service delivery. Before joining HHS, Akm spent over two decades with the Commonwealth of Massachusetts, Executive Office of Housing and Livable Communities, where he held various positions supporting both LIHEAP and the Community Services Block Grant (CSBG) program. 

Throughout his career, Akm has played an active role in national workgroups and initiatives aimed at strengthening program performance and integrity. He has been a member of the NASCSP Monitoring and Assessment Task Force, Information Systems Task Force, and the HHS-led LIHEAP Performance Management and Program Integrity workgroups. Akm has been a frequent speaker at national forums, presenting topics such as energy assistance, energy equity, and performance management. He is a trained Project Manager, bringing a structured and results-driven approach to program leadership and operations. Akm holds both a Bachelor of Arts and a Master of Arts in Political Science.

Outside of his professional work, Akm is an avid landscape photographer.
